Public notice: Regional Plan: Water for Otago

Public Notice - 27 August 2022

The Otago Regional Council gives public notice that Plan Change 8 (Discharge management) to the Regional Plan: Water for Otago will become operative from 3 September 2022.

The provisions being made operative are the urban topics set out in the following parts of Plan Change 8:

  • Part A: Urban discharge policies;
  • Part G: Sediment from earthworks for residential development;
  • Part H: Nationally or regionally important infrastructure.

The Environment Court issued its decision on Plan Change 8 (Urban Topics) on 14 June 2022 (Decision No. [2022] NZEnvC 101). The Council approved the provisions under clause 17(2) of Schedule 1 of the Resource Management Act 1991 and resolved to make these provisions operative under clause 20 of Schedule 1.

Plan Change 8 introduced a range of new provisions and amendments to the Regional Plan Water to strengthen its management of discharges, including both urban and rural discharges.

The Environment Court issued its decisions on Plan Change 8 (Rural Discharges) on 31 January 2022 (Decision No. [2022] NZEnvC 6) and 21 April 2022 (Decision No. [2022] NZEnvC 67). The Council resolved to make those provisions operative on 4 June 2022.

The Regional Plan: Water for Otago as amended by operative Plan Change 8 will be available on Otago Regional Council’s website and can be viewed at public libraries throughout Otago from 3 September 2022.
