Consents Officer - Bylaws and Building Act

The Opportunity

The ORC is currently on the lookout for a highly motivated individual to join us in a 2-year fixed term position in a newly created role involving processing bylaw approvals and applications relating to the construction of large dams under the Building Act 2004.

As a Consents Officer – Bylaws and Building Act, you will be responsible for evaluating and advising on bylaw applications along with providing expert advice to external and internal stakeholders on current and future bylaws. You will work closely with other units of the Council, in particular our Engineering and Hazards Unit, as well as with external stakeholders.

The Otago Regional Council is accredited as a Building Consent Authority for the construction of large dams throughout Otago, Southland and the West Coast. As a Consents Officer – Bylaws and Building Act, you will be responsible for evaluating and advising on applications under the Building Act 2004, you will provide expert advice to stakeholders on the Building Consent Authority functions and you will assist in maintaining the Council’s continued Building Consent Authority accreditation. For the processing of Building Act applications, you will work closely with external consultants and engineers who provide technical input for the application process, along with the applicants. You will also work closely with the Manager Consents in maintaining the procedures, quality assurance system and any other matters that relate to the Building Consent Authority accreditation.

You will form a key part of a close-knit, results-oriented team. Valued for your ability to meet and adhere to deadlines and the quality of your technical advice, you will be integral to the success of the consenting function at ORC. You’ll be committed to achieving outcomes and providing excellent customer service to those both internal and external to the organisation, as well as someone who can build and maintain relationships at all levels.

About You

To be successful in this role you will need to hold a relevant tertiary qualification and have knowledge of Building Act 2004, Building Code and the relevant bylaws. You will be a confident and succinct communicator, able to negotiate and advocate Council’s viewpoint where appropriate, and a team-player through and through. You’ll be able to manage your time effectively and efficiently to maximise outputs and be consistently looking to identify operational and process improvements that will impact positively on those around you.
