Review of the Regional Plan: Water for Otago

ORC is embarking on a full review of the operative Regional Plan: Water for Otago and the development of a new Land and Water Regional Plan (LWRP), which we are aiming to notify by 30 June 2024.

The proposed new LWRP will give full effect to higher order planning documents including the Resource Management Act 1991 (RMA) and any relevant national policy statements and ORC’s new proposed RPS (to be notified by November 2020), while also taking into take into account relevant iwi planning documents.

Why review the Water Plan?

Proposed Structure of the Land and Water Regional Plan

The structure for the new LWRP will follow the format prescribed by the National Planning Standards, which requires the new LWRP to be organised into three separate parts.

  • Part 1 of the LWRP will contain sections that outline how the plan works and should be interpreted. It will also provide an overview of relevant National Direction Instruments and will include a Tangata Whenua section.
  • Part 2 will include sections on the integrated management of resources and on the region-wide and area-specific provisions (based on Freshwater Management Units - see below).
  • Part 3 will include separate schedules, appendices and maps.

Freshwater Management Units

A Freshwater Management Unit (FMU) is defined as:

"…the water body, multiple water bodies or any part of a water body determined by the regional council as the appropriate spatial scale for setting freshwater objectives and limits and for freshwater accounting and management purposes."
