Annual Plans

Annual Plans provide a process for the Otago Regional Council (ORC) to review the detailed budgets contained in the current Long-term Plan 2021-31 (LTP).

An Annual Plan is set by council for each financial year, between our Long-term plan reviews. It reviews the work programme and funding set out in the 10-year Long-term Plan and includes the annual budget, funding impacts and any adjustments to the work programme or funding.

Our current Long-term Plan is for the period 2021-2031. It was developed and consulted on with community in 2020. It is reviewed and rewritten every three years.

Annual Plan 2023-24

A new annual plan signals another year of commitment to the work our communities have asked us to do; to raise Otago’s environmental standards, support communities to be more resilient in the face of climate change, improve and restore land and water quality, and improve public transport.

ORC Chair Gretchen Robertson says the Council has agreed to stick to commitments set out in the 2021-2031 LTP for the coming financial year, beginning 1 July 2023. But while there is no substantive change to council’s work, the proposed rates increase is more than previously planned.

Nation-wide inflationary pressures alongside our need to respond to the changing environment has resulted in council proposing an increase to rates, above the planned LTP increase for 2023-24. This is to ensure we can keep to the work programme on track for important environmental outcomes set out in the LTP, a plan that was widely supported by the community.
