The Otago Regional Council has adopted updated housing bottom lines for the Queenstown tier 2 urban environment.

The housing bottom lines in Schedule 6 of the Otago Regional Policy Statement (RPS) 2019 have been amended under sections 55(2)(c) and 55(2A) of the Resource Management Act 1991 (RMA).

Clause 3.6(4) of the National Policy Statement on Urban Development 2020 requires that housing bottom lines be inserted into the RPS without using a process in Schedule 1 of the RMA (this means that submissions cannot be made on the insertions).

The housing bottom lines were calculated as part of the Queenstown Lakes District Housing and Business Development Capacity Assessment 2025.

These amendments are effective from 29 January 2026.
