Because Dunedin and Queenstown have large, growing populations, we need to have a plan on how we will manage these populations. We need to make sure that we can meet expected demand for housing and business - over the short, medium and long term.
Local authorities have to follow rules from the National Policy Statement on Urban Development 2020. Otago Regional Council (ORC) has worked with Dunedin City Council and is working with Queenstown Lakes District Council to create a Future Development Strategy.
The strategic documents will help both areas to plan for sustainable long-term growth and manage urban planning.
A local authority is classified in the NPS-UD by their population size and growth rates.
Tier 1 and Tier 2 local authorities are required to develop a Future Development Strategy (FDS). An FDS is a strategic document that will form the foundation for integrated, long-term urban planning and ensures sustainable growth.
Dunedin City Council (DCC), Queenstown Lakes District Council (QLDC) and Otago Regional Council are Tier 2 local authorities.

Tier 1 and tier 2 urban environments and local authorities
Under the NPS-UD, Otago Regional Council (ORC) is required to jointly produce an FDS and an accompanying implementation plan with each of DCC and QLDC.
Under cl 3.17 of the NPS-UD, tier 1 and 2 local authorities are “strongly encouraged” to use the relevant FDS to inform infrastructure strategies, regional land transport plans, and any other relevant strategies and plans.
The Future Development Strategy for Ōtepoti Dunedin creates an outline for the city's growth over the next 10 years.
ORC and QLDC are jointly developing an FDS for Queenstown forming part of the next generation of the Queenstown Lakes Spatial Plan (QLSP).
The National Policy Statement for Urban Development (NPS-UD) 2020 sets out the objectives and policies for planning for well-functioning urban environments under the Resource Management Act 1991.
