The Otago Southland Regional Land Transport Plans (RLTP) set out the objectives, targets and investment plans for transport in our region. 

Who prepares an RLTP?

Regional Transport Committees are responsible for preparing Regional Land Transport Plans. 

Otago and Southland have a joint Regional Transport Committee comprised of representatives from the regional councils, local councils in each region and the New Zealand Transport Agency Waka Kotahi (NZTA). This collaborative approach to preparing the RLTP reflects the regions’ shared transport challenges and opportunities.  

What is an RLTP?

An RLTP outlines:  

  • The current regional transport system 
  • The vision, objectives and policies to achieve the future transport system we want  
  • The investment required from each funding source to make the desired improvements to the transport system 

Funding for transport projects proposed in the RLTP comes from councils, Crown funding, and the National Land Transport Fund. The RLTP lists transport projects for NZTA to consider funding through the National Land Transport Fund. This is done through the National Land Transport Programme.  

The development of an RLTP is guided by the Land Transport Management Act 2003, the Ministry of Transport's Outcomes Framework, and the Government Policy Statement on land transport (GPS). 

Regional Transport Committees are required to prepare an RLTP every six years and review the document every three years. 

Why is it the Otago Southland Regional Land Transport Plans and not Plan?

Plans not plan? Otago and Southland Regional Transport Committees collaboratively develop their Regional Land Transport Plans because of the many transport issues and opportunities the regions share. Because our RLTP serves two regions, it is legally two plans.
