The Otago Southland Regional Land Transport Plans 2021-2031 (2024 mid-term review) is the current RLTP for our region. 

The RLTP has been collaboratively developed by the Otago and Southland Regional Transport Committees. It sets out the following 30-year vision for transport in the regions:  

A transport and land use system providing integrated, quality choices that are safe, environmentally sustainable and support the regions’ wellbeing and prosperity. 

The RLTP outlines three investment priorities to achieve this vision: 

  • Optimise an efficient and accessible transport network through enhanced mode choice provision across the regions. 
  • Promote safety and wellbeing outcomes across the regional transport network. 
  • Enhance network maintenance and resilience to ensure community access and connectivity. 

The RLTP bids $1.78 billion of funding from the National Land Transport Fund for transport activities – $1.28 billion for Otago and $495 million for Southland. 

The mid-term review (2024)

In 2024, the Otago and Southland Regional Transport Committees completed the required mid-term review of the RLTP. Key changes made to the plan during the mid-term review included:  

  • Changes to reflect the direction of the Government Policy Statement on land transport 2024 
  • Stronger reference to connecting cycle trails and inclusion of potential trails for future consideration 
  • Reference to the United Nation’s Convention on the Rights of Persons with Disabilities and the New Zealand Disability Strategy. 
  • Reference to transport options for transport disadvantaged. 
  • Reference to provision of transport connections between Invercargill and Christchurch 
  • Strengthened statements regarding increased funding support for the regions 
  • Emphasise the importance of alternative transport options, particularly for Queenstown 
  • Tables updated to include the revised State Highway Investment Plan 
  • Updates to transport project tables at the request of the road controlling authorities 

RLTP mid-term review document

The Plan was approved by Otago Regional Council on 24th July 2024

The Plan has also been submitted to the New Zealand Transport Agency.

The Mid-term review document has been adopted, and now replaces Otago Southland Regional Land Transport Plan 2021 - 2031. You can read the adopted RLTP here:
