Insertion of Housing Bottom Lines into the Otago Regional Policy Statement 2021

On 9 July 2026 the Otago Regional Policy Statement 2021 was amended.

On 9 July 2026 Otago Regional Council amended the Otago Regional Policy Statement 2021 by inserting into Appendix 12 housing bottom lines for the Dunedin and Queenstown tier 2 urban environments.

The Otago Regional Policy Statement 2021 as amended can be accessed at orc.govt.nz/ORPS2021.   

Clause 3.6(4) of the National Policy Statement on Urban Development 2020 requires that housing bottom lines be inserted into operative regional policy statements without using a process in Schedule 1 of the Resource Management Act 1991 (this means that submissions cannot be made on the insertions).

The housing bottom lines were calculated as part of the Queenstown Lakes District Housing and Business Development Capacity Assessment 2025 and the Housing Capacity Assessment for Dunedin City 2023.
