Welcome to the October 2020 edition of On-Stream

It's great to have some lovely sunny weather again! With summer around the corner and trips to Otago’s lovely lakes and rivers not far away, it seems like good timing to hear what you want for the future of waterways in your area. You can tell us in person or online – find out more below. This month we also have some reminders about new requirements for wetlands if you have any on your land, an update from our Rural Liaison Team, and the latest water quality results for Otago. Oh, and keep an eye out for nodding thistle – our pest of the month!
 
New rules about wetlands

As you may know, there are new national rules in place to protect wetlands. If you have any wetlands on your property, a reminder that you’ll need to:

  • Use fencing to keep livestock out of wetlands.
  • Check for any restrictions before you clear vegetation or undertake any earthworks, drainage or taking, damming or diverting water in or around wetlands.
  • Get a resource consent if you want to put in new structures.
  • You can still do some work in a wetland for restoration or cultural purposes, including scientific research, if the work complies with the National Environmental Standards for Freshwater (Freshwater NES) conditions.

What's your vision for the future of your waterways?
Our Water, Our Vision

The government recently released Essential Freshwater reforms to stop degradation of NZ’s waterways and improve water quality and the health of associated ecosystems. Part of this is finding out what tangata whenua and communities want for their local waterways.

We are working with iwi partners and local communities to develop long-term freshwater visions and find out what people want for the future of waterways in their area.

The freshwater visions will form objectives for our new Regional Policy Statement (RPS) which will set the environmental management direction for Otago. The visions will also be used for our new Land and Water Plan so we can set area-specific policies, limits and rules that work for each area in Otago.

We’re out and about meeting with communities around Otago face-to-face this month and in November to hear what you want for the future of waterways in your area. News from the Rural Liaison Team

It's been a busy month for the team with plenty of opportunities to connect with Otago's rural communities.

Earlier this month, Bex spent a morning touring around South and West Otago with ORC councillors. It was great to help get some plants in the ground at the Waipahi wetland (see below), and to see a composting barn (a stock wintering alternative). Councillors also got an update from Telford. A big thank you to our hosts and speakers for taking the time to accommodate our visit.
 


Bex and Nicole had a great couple of days alongside ORC consents and compliance staff, talking about management of critical source area (swales, gullies or depressions that collect or channel surface water) with NOSLaM and North Otago land managers. Over the four sessions, the ORC team covered compliance and consent themes as well as good management practices. It was great to see so many people taking part and learning about how to reduce nutrient contamination of waterways.
 
Bruce spent time with farmers in the Cardrona area working on cultivation and winter grazing plans for 2021 green feed crops. This was an innovative group approach with land managers marking their plans on maps, ready to implement, including identifying Critical Source Areas that will remain in grass, and buffer zones between the crops and waterways. Importantly, the group discussed the environmental benefits of a solution-focused approach.

ORC Water Plan changes
If you made a submission on the Water Permits Plan Change and/or the Water Quality Plan Changes (Omnibus) you will be contacted via email by the Environment Court with information and a form(s) to complete if you wish to be heard in support of your submission at the hearings, so keep an eye out! Surface water quality results 2019-20
Otago’s surface water quality is generally very good, with more than two thirds of the 114 sites we monitor having ‘good’ or ‘excellent’ quality. Find out what the water quality is like in your local lake or river here.
 
Pest of the month: Nodding thistle
Nodding thistle is a resilient plant that can survive through droughts and can produce up to 10,000 seeds. These seeds are viable for up to 20 years! Find out what you can do about this pest at www.orc.govt.nz/pesthub.
