Today we are celebrating World Water Day 2019. Water is a precious and vital resource around the world, including here in Otago. This year the theme is “leaving no one behind”, which is about having safe water for everyone. Water is ORC’s number one priority and we are working hard to protect the quality of water and to ensure there is enough for everyone in Otago. Read more

The Water Plan – what's coming up
Last week ORC Chief Executive Sarah Gardner gave an update to industry representatives about our water plan work. 

She highlighted the review of Otago's water plan and the implementation of water quality rules (Plan Change 6A) as two key areas of focus for ORC, and explained that not only is the water plan more than 10 years old, but it is not compliant with the government’s National Policy Statement for Freshwater Management (NPSFM). Mrs Gardner acknowledged that there has been a lot of confusion about the implementation of water quality rules and that ORC is working hard to rectify that. She also talked about the government’s interest in compliance, monitoring and enforcement, and regional council performance in those areas.

Mrs Gardner explained the opportunities for catchment-based policy making that the NPSFM provides through its Freshwater Management Units (catchments in common). She talked about how ORC would approach this work and the timeframe for completing notification of the plan review by 2025.

Otago’s proposed Freshwater Management Units will be considered by ORC councillors in April. We look forward to sharing these with you in the next issue of On-Stream.

Nitrogen leaching and OVERSEER


I recently attended a DairyNZ workshop at Invermay to give an update on the nitrogen leaching rule and the use of OVERSEER. Key information included a reminder that nitrogen (N) leaching rates must be met from 1 April 2020. The leaching rate is calculated as an average across all of the area located over the relevant N loading zone within the property. The leaching rate is assessed by OVERSEER.

There are three nitrogen (N) sensitive zones with varied leaching rates per hectare per year. The zones are:
  • Alpine lake catchments, which have a 15kg per hectare N limit 
  • Specific aquifers, which have a 20kg per hectare N limit 
  • The rest of Otago has a N loading limit of 30kg per hectare

ORC encourages all properties to have an OVERSEER report prepared now, ready for when the new rules kick in on 1 April 2020, so landholders know what their number is in relation to the N limits. The report must be prepared by a Certified Nutrient Management Adviser. Click here to find a list of Otago advisers.

There have been refinements to OVERSEER over time so the model now more accurately assesses the N leaching number. It should be noted that the nitrogen sensitive number in the water plan remains the same per zone despite any changes within OVERSEER, as the model becomes more refined.

It has been a busy time around South Otago during the last couple of weeks with many events to choose from if you are looking to get out and about for some ideas and inspiration. There are still a couple coming up, including some DairyNZ wintering field days at the start of April (details in the events section below). These are for both dairy farmers and their graziers so we recommend that you head along.

This week I also attended a workshop hosted by the Landcare Trust that brought together all the catchment groups in Otago to update everyone on what the groups are up to and to share learnings along the way. It was really heartening to see the number of groups represented and the great ideas that each are running with.

There are also a number of catchment groups that are just getting started, so if you would like more information on groups that are starting up near you, or would like some help getting your group off the ground, drop me a line so I can point you in the right direction.

Our team has been staying up-to-date with the One Billion Trees initiative. This project has been the focus of several recent events hosted by Beef + Lamb NZ including workshops on trees for sheep and beef farmers at Toko Mouth, a workshop on trees and carbon in Milton, and the mid-Otago farm forestry field event at Invermay. 

From these events, it is clear there is plenty of opportunity if you are interested in planting trees. MPI appear to be promoting a flexible approach with their funding applications, working one-to-one to find a mutual benefit with both their direct landowner grants and their partnership grants. There is some detail to be aware of to qualify for the Billion Trees grants and optional emissions trading scheme entry – you can find out more here. Some of these applications require ORC support, so please feel free to get in contact if you need to discuss this with us. 

We are looking at bringing the One Billion Trees team to present in Otago in the next month – let us know if you are interested in hearing more about funds available for your projects. 
 
 
North Otago
There are a few events coming up on North Otago worth noting. While we don’t have a Rural Liaison Advisor in Oamaru just yet, other rural liaison staff will be attending and available to help if you have any questions. 
 
 
 
 
In Brief
OVERSEER requirements right now
(Unless you are a landholder for outdoor pork, fruit (excluding grapes), berry and rotational vegetable production.)

From 1 May 2014 the landholder will:
(1) Maintain a record of all necessary data to run OVERSEER® version 6; and
(2) Provide Council upon request with: (a) All necessary data to run OVERSEER® version 6; or (b) Any available OVERSEER® version 6 output and input parameter report prepared by a Certified Nutrient Management Advisor in accordance with OVERSEER® Best Practice Data Input Standards.

For clarity – you must meet the requirements of (1) even if ORC does not request the information under (2).

If you do not meet this rule at the moment, and the discharge may result in nitrogen entering groundwater, the discharge will not be a permitted activity and you will need to get a resource consent.
 
Afforestation
Planting season is fast approaching. If you have anything one hectare or over you will need to be aware of what is required of you under the National Environmental Standards for Plantation Forestry (NES-PF). One thing needed is a wilding risk calculation, which needs to be done by a "suitably competent" person. For more information see section five of the Ministry for Primary Industries NES-PF user guide.
