This month read about the development of a new Land and Water Regional Plan for Otago, give feedback on the government's proposed approach to farm plans and low slopes maps, learn about a new approach to resource consent fees, get an update about Tomahawk Lagoon from Enviroschools and a last reminder about making a submission on our Proposed Regional Policy Statement before 3pm on 3 September.

Developing a new Land and Water Regional Plan

We are working in partnership with Kai Tahu to develop a new Land and Water Regional Plan for Otago. This will replace the existing water and waste regional plans.

The new plan will focus on setting clear environmental outcomes with input from communities, as well as rules and limits on water and land use to achieve these. It will include a range of activities that are permitted activities, and a range of activities that will require resource consent from ORC. There will be rules that will apply to everyone across the region, and may also have rules that only apply in specific areas.

We will be coming out to talk with your community about what you know about land and water in your area, to share what we know from the science, and to discuss how we might manage freshwater and land in the future. 

Ministry for the Environment seeking feedback on proposed farm plans as well as low slope maps

Farm Plans
Freshwater farm plans are a tool under the Resource Management Act that will incorporate farm-specific mitigation to improve freshwater outcomes. MfE are seeking feedback on the content of the plans, the outcomes they need to achieve, how plans could be certified, audited, and amended, as well as advice on the transition to implement them. The freshwater farm plan discussion document is available here.

Stock exclusion low slope maps 
MfE are also asking for feedback on stock exclusion low slope maps via a separate discussion document. Feedback is being sought on:  

  • A different mapping approach called ‘local terrain averaging’ 
  • Altitude limits and removing tussock and depleted grassland from the map   
  • The balance between using the low slope map and freshwater farm plans for identifying areas for stock exclusion.

Support for resource consent fees if projects benefit the environment 

If your catchment or community group has a project that benefits Otago’s environment, but needs a resource consent, you may be eligible for funding towards consent fees.

Getting projects off the ground can be tough. We had feedback from our Long-Term Plan consultation that the community wants to see subsidies for people who are trying to do the right thing for our environment, but have to pay consent costs before any work can get done. We now have $50,000 until July 2022 to support catchment and community groups with resource consent processing fees. 

Eligibility is pretty simple, but to make sure you hit the mark, everyone applying for support needs to have a pre-application meeting to go over your application with a member of our consents team.

Enviroschools news
Otago Girls' High School has begun working with EcoOtago to monitor the biodiversity of the Tomahawk Lagoon. At their first outing they spent the day bringing in the Gee Minnow and Fyke nets, counting, weighing and measuring the contents, and returning them back to the sites they were gathered from. The highlight was finding a 70-80 year old tuna kuwharuwharu (longfin eel). A beautiful creature but very tricky to measure! The monitoring will continue every month and the students are excited to see what they find.

Tell us what you think about Otago's proposed Regional Policy Statement by making a submission at www.orc.govt.nz/RPS before 3pm on 3 September. This document is important because it sets the direction for future management of Otago's natural and physical resources.
