We hope you had a great summer and managed to have a break over the holiday season with family and friends. This month find out key information on water plan changes, hear about what's happening in your area, meet our new Science Manager, and see what happens at an ORC oil spill drill.

Water is ORC's number one priority
ORC recently made the decision to review our Water Plan in order to ensure we meet our statutory obligations. Although this means we will have a heavy policy workload for the next few years, the reviewed plan will provide a good platform for us to engage with stakeholders about the future of water in Otago.

One great aspect of the Ministry for the Environment's National Policy Statement for Freshwater is that water policies will be guided by community values and objectives for water quality and allocation, inside set limits and policy. This doesn’t mean that our current plan isn’t relevant - until we have new policies it remains our operative rule and policy document.

Most importantly, we all need to work together to keep progressing the new requirements for rural water quality (Plan Change 6A). We value the effects-based approach these requirements take and know that you do too.

Our priority is that as many landowners as possible comply with permitted activity rules so that you don’t need resource consent in 2020. Some key things you can do are:
  • watch your overland water flows and ponding risk
  • avoid irrigating effluent over bores or waterways
  • avoid sediment entering watercourses
  • be prepared with all the information needed to run OVERSEER

Supporting Beef + Lamb NZ Land Environment Plans and Freshwater workshops

For several years, we have assisted at Beef + Lamb NZ Land Environment Plan (LEP) workshops, where attendees get independent help to understand the land and environmental issues on their farm and make plans to manage them. ORC’s role is highlighting the rules in the water plan, so landusers can work with them with the joint primary objective of good water quality in Otago’s rivers, streams, lakes and wetlands.

Now Beef + Lamb NZ are offering the additional initiative of freshwater workshops to highlight that freshwater management is more than just measuring parameters such as nitrogen and phosphorous.

ORC Community Engagement Advisers were on hand at the first two workshops held recently at Millers Flat and Omakau. In the workshops, NIWA staff showed everyone how to use the SHMAK (Stream Health Monitoring Assessment Kit) equipment. The SHMAK kit instantly assesses the values of freshwater ecosystems and is a more visual insight into the connection between good water quality assessments and the health of aquatic ecosystems. We support this additional approach for assessing water quality, which has the additional benefit of also getting kids involved.

Welcome to 2019 and some warm weather. It seems like this is usually the case once the kids head back to school!
 
There is a lot happening in South and West Otago at the moment, and I will be out and about at the B+LNZ field day at Toko Mouth on 22 February with a focus on trees on sheep and beef farms.
 
I will also be presenting at DairyNZ's nitrogen loss workshop in Balclutha on 27 February. This is an opportunity to look at some case studies around Otago and how farmers are managing N loss, as well as an opportunity to learn about OVERSEER.

With the Nitrogen rules in Otago's Water Plan coming into effect in 2020, now is the time to be getting up to speed on these requirements. These workshops are also being run at Invermay on 25 February and Papakaio on 26 February and we will be at those ones as well. See you there.

I have just returned from the Fertiliser and Lime Research Centre Nutrient Loss Mitigations for Compliance in Agriculture conference. What a whirlwind three days, with presenters covering recent research, technology and international case studies from Denmark, Ireland and Australia.
 
Several sessions looked at the benefits of constructed treatment wetlands, highlighting benefits (reducing phosphorous and nitrogen output) but also some concerns, for example, the greenhouse gasses that can be emitted from these systems. Rebecca Eivers from Streamlined Environmental gave a presentation on a component of her recent PhD, which you may be interested to search and read, as some of her work clearly outlines what system is required for each purpose (shallow macrophyte stage for nutrient removal etc).
 
I particularly liked the quote from John-Paul Praat (Ground Truth Ltd) who said, “Environmental planning is not a weekend activity”. Clearly, the modern farmer needs to incorporate environmental considerations into their daily businesses, undertaking both planning and recording of their actions. It is evident that this is becoming more common, but that there is still plenty of future work and research to do for mitigating contaminant loss in agriculture.
 
There are lots of events coming up (see full details below) that ORC is supporting in Feb and March, including Beef + Lamb NZ forestry events, Dairy NZ N-Leaching workshops, farm foresters field days and the Wanaka Show. Safe to say it's going to be nice to spend some time away from the office.

In Brief
Low river levels
Some parts of Otago are beginning to experience very dry conditions, resulting in low river levels. With the long-term forecast also indicating dry weather, farmers and other landusers are being asked to conserve water where possible. Read more
